Welcome to the GA-DISEC committee for EPITOME 2026! We are absolutely thrilled to have you on board to tackle one of the most complex and pressing issues in modern geopolitics: Addressing the Rise of Hybrid Warfare in Contemporary Regional Conflicts.

With 40 delegations stepping into the room, the Secretariat wanted to ensure that portfolio distribution was completely fair, unbiased, and mathematically optimized for the best possible debate.

To achieve this, we didn't just pick names out of a hat. Instead, we built and deployed a custom programmatic Minimum-Weight Bipartite Matching model utilizing the Hungarian Algorithm. Here is a transparent look under the hood at exactly how your portfolios were assigned:

Maximizing Your Top Choices (Exponential Cost-Scaling) The algorithm's primary directive was to give as many delegates as possible their exact Preference 1, 2, or 3. The system was mathematically forced to exhaust all possible 1st preference combinations across the whole committee before it even considered moving to 2nd preferences.

Experience Matching (Delegate Power Score - DPS) The Hybrid Warfare agenda is intense, and the central architects (like the US, Russia, China, and Israel) carry a massive speaking burden. The system parsed your qualitative form responses—like your MUN experience, awards, and debate background—into a quantitative numerical DPS. This ensured our most demanding portfolios went to delegates equipped to handle them, and it acted as a micro-decimal tie-breaker if two delegates requested the exact same nation.

The "EPITOME Schedule" Safeguard (Heuristic Tier-Gating) We know many of you are competing in other EPITOME events on March 11 and 13. The system automatically flagged schedule overlaps and applied algorithmic hard-blocks for heavy-clashing delegates. If you have a busy schedule, the algorithm safely rerouted you to a highly flexible, yet deeply impactful, Tier 2 or Tier 3 observer state so you can manage your events without the committee stalling in your absence.

Quarantining Null Responses Delegates who registered but failed to submit the preference matrix were automatically quarantined by the system and randomized into remaining listed observer nations to protect the core geopolitical nodes of the committee.

Final Strategic Balancing (The Human Touch) After the algorithm generated the globally optimized matrix, the Secretariat stepped in for a minimal, localized heuristic review. We made a few deliberate micro-adjustments to ensure critical bloc dynamics (balancing the US-Led West, Russia-Aligned, and China-Aligned factions) were perfectly calibrated for the flow of debate.

The Finality Rule

Because this allocation is the result of a tightly woven mathematical matrix combined with precise strategic balancing, altering even a single assignment would disrupt the equilibrium of the entire 40-delegate roster. Therefore, all portfolio allocations generated by this process are absolute and final.
